What is the difference between an open and closed pageant?

OPEN PAGEANT – A contestant is able to compete for the Open Pageant titles, regardless of where she resides, attends school, or works in Pennsylvania, as long as she satisfies the 6 months residency requirement.

CLOSED PAGEANT – A contestant is able to compete for the Closed Pageant titles, but must meet residency requirements. The contestant must reside, attend school, and/or work within the York, Adams, Cumberland, Dauphin, and Lancaster Counties.
